I ran the sfc / scannow program as suggested by Robin Walker. Upon
completion I received this series of messages as I responded to each as
required.
[Files that are required for windows to run properly must be copied to the
dll cache

-I already had the Dell provided DVD in the drive, I clicked on the more
information button and then hit retry-
[Possible reasons for this problem:
You have inserted the wrong cd. (ie. a different windows product cd thaan
the version installed)
The cd-rom drive in your system is not functioning.

The CD you provided is the wrong CD. Please insert the Windows XP
Professional CD2 into you CD-ROM drive.]
-On my Dell provided DVD label:
Operating system
Already installed on your computer
Reinstallation dvd
Microsoft windows xp media center edition 2005
This DVD is not for reinstallation of programs or drivers.

Your Dell should have come with (a) an Operating System CD, or (b) at minimum, a system recovery CD.
What do the labels on your system CD read?
Also of concern & needing clarification:

If you only saw the 80248011 error on your screen, you really need to look at your update log:
Suggest you review the windows update log file and see what it contains for the last session.
Use Notepad or Wordpad and take a look at (usually C:\WINNT or \Windows )
%windir%\WindowsUpdate.log
Scan down to the bottom. Review contents.
You need to look for entries marked "Error" such as 0x......... (where ....... are numbers)

Someone out there has to have had and remedied the same problem I have.
I have a Dell XPS desktop. I have tried numerous times to update my window
XP media edition. At the update site I always receive the same error message.
[Error number: 0x80248011]
The website has encountered a problem and cannot display the page you are
trying to view. Take the following steps to try solving the problem:
Refresh the page.
In Internet Explorer, delete your Temporary Internet Files by going to the
Tools menu and clicking Internet Options.
Close and then re-open Internet Explorer.
Nothing changes, I've tried to "trust" the site, I used the standard IE
interface, I've allowed for pop-ups. I've attempted to update from the Dell
site, and of course the OS CD that came with my system isn't recognized by
computer when I try to resinstall any of the operating system.
Help, the Dell update checking tool tells me I'm in severe need of a Windows
Update and the computer itself tells me I have missing or damaged files.
