Ok, finally, after maybe an hour, this useless update is installed. I don't
even use IE except to visit MS's site (because you can't use any other
browser). I'd remove IE entirely if I could, it's such a heap. Even signing
into this page is an ordeal. I visit dozens of forums and this one takes the
cake.
Anyway, I tried doing the update both using that pretty yellow shield that
shows up in the system tray and again by going directly to the Windows update
site. Both failed, presumably for the same reason.
Then I went into IE, pulled up the Tools-->Internet Options dialog, clicked
Settings under Temporary Internet Files, then clicked View Objects, only to
find that (and this is still the case) there is no flash or shockwave related
files located there.
Then I snatched the update file as per above. This also failed, but at
least it told me WHY it failed (even if that explanation was wrong--version
non-compliance). Ok, then I tried deleting the file as called out above.
Still returned the same error regardless of how I attempted the install. I
ended up deleting all related files just to see if that might help. Nada.
(There are two flash files with the same name in different locations on C and
there are two shockwave files similarly named in those same locations.)
Finally, I uninstalled shockwave. Rebooted again. Had troubles getting
shockwave re-installed (not sure why). Then when it was all finished I went
back to Windows update and found that I had no updates to install. All is
good--well, as good as it gets on a Windows machine.
So that's my work machine. I'll have to do this to both of my Windows
machines when I get home tonight, but at least I know how to get there
directly now.

the latest version. Manual install of KB193433 still failed.
Then I used Internet Explorer, settings, View Objects, Flash - and hit update.
The result is that I have Flash8b.ocx in the Macromed Flash directory, and
manual install of KB193433 continues to tell me I have the wrong version.
During all this I have rebooted almost ad nauseam in case the Registry is
wrong. I am now goiung to use Registry Mechanic to check my registry - then
I think I will forget the issue.

From what I can tell, the source of this issue (assuming one is already
running a version of Flash later than 6.0.79) is two-fold.
Firstly, when a later Flash version has been installed, the old Flash.ocx
file has not been deleted. This is apparent with later versions which don't
use a file named flash.ocx. For example, I have v8.0.24.0 and the file is
named Flash8a.ocx.
Then, Windows Update detects the old flash.ocx file and attempts to install
the fix. At that point, it seems to realise that there is, in fact, a later
version installed and the update fails.
The real solution (for Windows Update) is for Microsoft to detect the
correct version that is currently installed.
The simple workaround is to delete flash.ocx (or just ranem it if you wish
to be cautious).

The manual application of the update refuses to work, even though I do have
Fash 8.0.24.0.
However, windows update now believes I do not need to install any more
updates, so I guess everything is OK.
But I am still left with some doubts because I haven't seen a 'successful'
install of the KB193433 update.
