Does the Domain use WSUS for updating ? If so then it's very likely that Group Policy is what's preventing BITS from functioning as you would like. It would be best to contact the System Administrator to find out whether this system should be updated outside of the Domain.

Also, not sure if this has something to do w/ it, but this problem only occurs when the XP Pro system is part of a domain, update runs fine when I disjoint the system from the domain.
