Updates always fails unless I run a BITSservice.reg file

Everytime I tried to update a XP Pro system, it fails, and I have to run the
BITSservice.reg I downloaded from Castlecops.com, restart the computer and
then it will be able to run Windows Updates. However, the same problem
occurs the next time I try to do an update, and have to run the same
registry file again. Anyone has any idea how to permanently fix this
problem?
Also, not sure if this has something to do w/ it, but this problem only
occurs when the XP Pro system is part of a domain, update runs fine when I
disjoint the system from the domain.
