Hi,
Please (re)install MDAC 2.8 SP1, MSXML 3.0 SP7 and MSXML 4.0 SP2 and
see if that helps on reoccurring install of KB891861 (Update Rollup 1
for Windows 2000 SP4)

I need to resolve this as there are other patches that are not being applied as the Rollup patch has not been installed correctly.
The user account has admin local right to the workstation (I have also made the account part of the Domain Admins group to test), so it shouldn't be an issue with rights.
