There's definitly no "NoWindowsUpdate" key in the registry in
"HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explo
rer"?.....................NONE

There's definitly the "(Standard)" key with the value
"{0000031A-0000-0000-C000-000000000046}" in the
"HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\CLSID" and in the
"HKEY_CLASSES_ROOT\CLSID\CLSID"
keys?..............................................................Yes......
..they are there!

I just set up a VM running plain Windows 98SE.
I've installed IE 6 SP1 only and afterwards went to the Windows Update
site. Installed all 22 Important Updates which have been offered with
KB896688 among them. Let all updates download, install and rebooted.
No problem what so ever...
