problem with Windows 2000 (gateway machines) and Remote Desktop 32

I have many Windows 2000 workstations (gateway machines). I try to
connect to them using my windows 2000 workstation with Remote Desktop
32 (Network Associate) version 3.1. This connection will work only when
user is logged on to the (gateway)machine or when these
(gateway)workstation are given static IP. If the user is not logged on
to gateway machine, the connection from my computer hangs up. I can't
connect. Any one has any idea?
