If you get that error message, you're not following the instructions. (You might try skipping the Safe Mode step, according to OE MVP Ottmar Freudenburger.)
Don't click on the executable to run it, use Start > Run > (type or copy/paste in) "C:\KB837009.EXE /N:V" (without the quotes) > press ENTER.

1. Download the Cumulative Security Update for Outlook Express 6 Service Pack 1 (KB837009; all OSS) from the following link, saving it to your Desktop:

6. Reboot into Windows and see if the problem persists.
