Are you sure you need it? E.g. which version of WS2003 do you have?
WS2003sp1? Perhaps it already supersedes this update in the same way
that XPsp2 supersedes it.

Try using the file manifest in KB842773 to check your versions of its modules.
Use command line tool filever if you have it (e.g. from the Support Tools).

If these factors all seem to check out Ok, try seeing what a /verbose (or /v)
switch on the command line gives you when trying it manually again.
