Have you tried downloading and installing it manually?
If so, I think the next step would be trying to figure out what file
is being "specified". To do that I would try using a /verbose switch
with that download on the command line. (If it is made with an older
technology the /v switch may have to be used instead.) Then if that
isn't enough I would run FileMon monitoring update expecting to see
either a missing file symptom or a permissions problem exposed.
