Dave mentioned that the problem seemed to be caused by

In that case besides the MBSA 2.1 tool which Dave mentions
there are specific checker programs for both components:

<title>KB278674 - Determine the Version of MSXML Parser Installed on a Computer</title>


They may be useful in reducing the complexity of the analysis
needed to do version checking for the rollup. Unfortunately
a full list of the modules' versions installed by the rollup has not
been published nor are there any tools apparent which expose
the logic that the update uses when doing its checking.
