Why does microsoft update want to keep installing the same update?

I am using windows 2000 Professional and I have downloaded updates after
using the verification tool and had no problems. However, I have an update
that just refuses to install, and everytime I restart the computer and
install it, the update notification comes up with another update, except its
the same one! the update is: Culmative security update for outlook express 6
sp1 KB823353. the size of the update is 1.9 MB. The thing I really find
strange, is when I go to the Microsoft update site and click on what updates
are already installed, there are about 6 entries with the same number that it
classes as successfully installed.
I already have service pack 4 installed as well as a lot of other fixes, so
I don't know what else to do. I have run the virus and spyware programs, and
that didn't make any difference. If anyone has any suggestions I would
appreciate it. Thanks.
