The Windows Installer Service Could not be accessed.

I started to update some of our Administrative workstations that run Windows
XP Pro to Service Pack 2 and receive the below listed error on all of them
when trying to add and remove a program. Also some programs would not run,
one of which is IBM Client Access Express.

"The Windows Installer Service could not be accessed. This can occur if you
are running in Windows safe mode, or if the Windows Installer is not
correctly installed. Contact your support personnel for assistance."

I corrected this problem on most of the workstations by using the System
Restore and removing the Microsoft Antispyware and shutting down McAfee and
reinstalling the Service Pack 2 and all updates, then restart McAfee and
install Antispyware.

I have one workstation that came with Service Pack 2 already installed and I
cannot restore to a date that will correct this one. Should I try installing
the Windows Installer Redistributables 3.1 V2?
