... which was a link shown in other threads I found here when searching
KB837009.

My OS is Windows Me.

Rather than leave my PC vulnerable, over the weekend I have uninstalled
Outlook Express and all of its updates, and reran windows update which
presented me with KB837009 which is now installed fine.

However, when I subsequently run windows update, it does not present any
other security updates, such as KB823353. Again, if I follow links such as
those above to install it manually, I get the same error page coming up
(it appears in a browser window when clicking download).

After having upgraded to IE6 SP1, did you ever have occasion to reinstall WinME? If so, did you first uninstall IE6 SP1?

Background: When it was released in Jul-04, KB823353 was offered to users of Win9x (Win98 and WinME) by Windows Update. About 6 weeks later and for reasons that remain a mystery to this day, KB823353 suddenly and without notice was no longer offered to Win9x users and the FAQ section of http://www.microsoft.com/technet/security/Bulletin/MS04-018.mspx was edited to state that the vulnerabilities addressed by the update weren't considered Critical in Win9x. Windows Update continues *not* to offer KB823353 to those running Win9x machines.

Martin, look in OE Help > About > Files: What versions of MSOE.DLL and INETCOMM.DLL are displayed here? If they are both v6.00.2800.1409, your OE is fully up-to-date.
