You're welcome. Sorry the issue still exists. Checking the NG it appears that you're not the only one with this issue. Hang in there ... *hopefully*, MS will get this snafu rectified soon. Especially since next Tuesday is when the next round of updates will come out.

The issue could stem from damaged system files or permissions due to a malware infestation or could originate from a pop up/cookie blocker or from security software ( Spyware Blaster, Spyware Guard, Spy Sweeper, etc. It may not stem *specifically* from these programs but from similar ones. )
The only suggested workaround from MS is to allow the updates to install on a schedule or when the system is being shutdown. Not sure if this will work or not, but you could attempt it.

Suggest you download the executable and save it to the Desktop ...

Close Internet Explorer and ALL open programs. Disconnect from the internet. Temporarily disable the installed antivirus, firewall ( IF it's a 3rd party one ONLY. If it's the native Windows firewall do not temp disable it ), and ALL security software.
Double click wgainstall_9160b6b3929938243b7d18417810677d9b9983b7.exe
Reenable the 3rd party firewall. Open Internet Explorer and go to Windows Update.
After the system is scanned for the required software, click the Custom button. If you're not prompted to reinstall WGA then it has installed successfully.
REMEMBER to reenable the AV and security software after doing the above.
