I had this for weeks and MS tech support could not fix it. I finally got it
to work by first installing BITS 1.5 (from the MS download site) and then
installing BITS 2.0 (MS Hotfix 842773). Good luck!

I made the change, and am still unable to download the updates.
I still am getting the same error when I try to start Background Intelligent
Transfer Service
