Did you download the entire IE setup or just the web stub installer ?
If you did the entire download then suggest you first show hidden files, folders, and system files : http://snipurl.com/f4cx
Create a new folder on the Desktop and name it IEBak.
Navigate to Program Files\Internet Explorer\Uninstall Information
Move all of the files from there to IEBak.
Boot to Safe Mode and run IE's setup from there.
If IE installs correctly you can now delete IEBak and it's contents.
If IE does not install, move all of the files back from IEBak to
Program Files\Internet Explorer\Uninstall Information.
Delete the empty IEBak folder.

I have windows 2000 profesional. I installed the latest rollup pack.
I downloaded IE6 and installed but on restart its still the old version (IE5). It wont run some web sites. AtiveX controlls dont seem to work even though the security settings say it should. There is an error on page message at the bottom on nearly every web page. Hotmail controlls dont work either. Whats going on here?? Its got me!
Also the windows update recently changed its software and now doesnt work either.
Please help??
