Go to the MS Download Center and click the Continue button on this page:

There's no need to download the Windows XP Video Decoder Checkup Utility
but it's a small download and can be deleted immediately if you have no need for it. DO NOT choose to run it, choose Save.
Hopefully, the ActiveX component will install so you can validate the OS.
If there is antivirus software installed that has a script blocking component it may not be allowing the ActiveX to install properly or at all, for that matter.
