regsvr32.exe replaced

I'm trying to upgrade to service pack 4 (Win2000 build 2195: Service Pack 3).
At the end of the upgrade I get an error message:
"Failed to execute regsvr32.exe Error code: 193"
I started checking and found that the C:\winnt\system32\regsvr32.exe has a
file size of 0 bytes.
I then downloaded the .exe file from Microsoft Support, went into Safe mode,
replaced the file, and rebooted as normal.
After re-boot, I noticed that the file was back to a file size of 0 bytes.
I'm running Norton Internet security, and have read about POSSIBLE problems
with the AntiVirus software. So I disabled it, went through the file
replacement steps again, but I'm getting the same results.
I'm running several virus checker programs already so I don't really know
what else to try.
Any suggestions....
