The website has encountered a problem and cannot display the page

Tech-Archive recommends: Fix windows errors by optimizing your registry

I just installed the new update program and when I run it I get the following
message "The website has encountered a problem and cannot display the page
you are trying to view". Error number: 0xC8000711. I'm running Win 2k, SP4
Version 5.00.2195 - Office 2003. I cannot run the Update program. I have
searched the knowledge base for the error number and no hits. Please HELP.
