Try using RegEdit under the XP Recovery Console then.

<title>Black startup screen is briefly displayed and your computer restarts
repeatedly when you try to start Windows XP</title>
http://support.microsoft.com/default.aspx?scid=kb;en-us;314466&FR=1&PA=1&SD=HSCH

(Win-F1 Boolean search of XP KB using
boot AND "automatically restart"
)

BTW 0 hits for phrase "reboot on error".
Under the System Properties Startup and Recovery dialog
the option is called "Automatically restart" (E.g. press Win-Break
and start from the Advanced tab...)

FWIW I suspect that you could have a partition problem as a result
of adding that new drive. Or you may have a driver problem for
one of your drives. E.g. there may be a magic "press F6" incantation
you are missing. Either way, I think you would probably get better
assistance from a newsgroup which specializes in your OS and
specifically in installation and recovery issues.

Good luck
