Rename/delete the SoftwareDistribution folder see the procedure described here:

By renaming/deleting the SoftwareDistribution folder you will lose your WU v5 History listing (not important). If everything is working okay again you can delete the renamed SoftwareDistribution folder.

I don't use Automatic Updates.  Although, I can try clearing the
proxy cache.  I don't use a proxy server per se, but my anti-adware software
acts like a proxy server, and configures IE to use it as a proxy server.

Isn't this the folder where all the information about the updates that WU has
installed on your PC is located? If I delete this, will WU think I need a bazillion

Try now going back to Windows Update web page.
