Windows 2000 SP 4 Problems and wanarp

I ahd to reformat my C dive and reinstall windows 2000 professional from the
dic that came wth my computer 4 years ago. I can install all the updates
except SP4. the error message is "File C\winnt\System32\drivers\wanarp.sys
is open or in use by another application. Close other application and then
click Retry" my problem is I can't find any open application that is using
wanarp. How can i get rid of this probelm? Any suggestions.
