I want to help. You can get through part of the boot, and then it fails.
Your fact pattern I have copied here to see if it is accurate:

1. Booting in safe mode ends with the same effect.
2. When I boot in safe mode, I can see that the last thing that is loaded is
acpitabl.dat
3. So I went to the BIOS and configured the BIOS with the setting saying
that the OS is not ACPI.
4. Now, when I reboot, I get the DOS progress bar before the W2K3 booting
logo and it locks up at the end of the progress bar.

The logic above allows for one possible avenue:
You configured the BIOS, but did you try to go back in under Safe mode?
Does that still not work?
