I can't fix the problem but I have discovered what is happening because it
does the same thing to me as well.
Outlook resets the user account pop3 info to "localhost" after every reboot.
 It also garbles the username info.
If you set these values back to where they belong, everything will again
work until you reboot the computer. A real bummer for laptop users who
regularly turn their computers off between sessions.
