The Catroot2 trick is only for WinXP, not Win2k.

What happens if you try to install the update manually by
downloading and running it from here:

http://www.microsoft.com/downloads/details.aspx?amp;amp;displaylang=en&familyid=254eb128-5053-48a7-8526-bd38215c74b2&displaylang=en

I will guess you get this message (that means that you already
have a newer IE update installed that supersedes KB831167):
