Windows Explorer/Control Panel launch failure after Windows Update

On Saturday Jan 15th, Windows Update pulled down the following updates:
Malicious Software Removal Tool - January 2005 (KB890830)
Security Update for Windows XP (KB890175)
After they were installed, I was unable to launch Windows Explorer, any of
the My <contents> folders or the Control Panel from the Start Menu. Is there
a bug in the installations or fixes? I have Norton Antivirus running on my
machine as well and it has not detected any viruses. I am able to get to my
disks through the Command Prompt and various programs with their own file
dialog boxes. I also checked for any updates, but saw nothing. Any ideas how
to investigate further or fix the issue?
