How did I find this out? - by reading the available information in the
Microsoft knowledgebase.

Why is it important? - because it gives the USER an easy guide to what the
state of his PC is.
It makes no difference to the competent network admin, as he should already
be aware of all patches applied to all machines for which he's responsible
(i.e. he should have done the install, either in person, or by some kind of
patch manager).
For the incompetent network manager, this type of thing is irrelevant as
well, since he probably never patches the machines on the network - and then
wonders why he got hit by the Blaster worm!

If you want to check on whether the patches are actually installed
properly - then I suggest that you download and install/run Belarc advisor -
www.belarc.com - which can do this for you, pretty much (but it's never good
to rely on someone else to do your work for you!)
