I am suffering from exactly the same problem. It exists on my computer since
I installed the "collective security update" KB 867801 in mid August. I
couldn't update anything from Windows Update since that time. But
nevertheless, I managed to install SP2 from a CD and Windows Media Player 10
(both refused to download from Windows Update) from a download other than
from Windows Update.
What puzzles me is that there appears no numbered error-message and there is
no entry to be found in the c:windows\windows update.log file. This leads me
to believe that the downloading process is stopped somewhere before it really
starts. But disabling firewall and security protections temporarily would not
help either. (I am using the latest MacAfee security products). Because of
the trouble involved with properly reinstalling them, I am still reluctant to
uninstall all the whole McAfee stuff that might be somewhere in the way.
I also carried out the recommendations published by Microsoft Article
822798 (Methods 1; 3; 4; 5 and 8). But to no avail.
