I think I solved my problem when it comes to this error message. It is a
shame that Microsoft is'nt able to link the appearance of this error with
similar symptons in/on other parts of the IE application. After seeing that
security was being comprised when linking to other secure websites you should
check the version of the cipher bit in Help->About IE

It happened that mine was set to Zero and not 128.
