Cannot use windows update cannot change Active x settings

Hi, I really need some help please..
My friends computer running on windows XP has a big problem, I cannot get it
to update at the Windows update site, I get an error message saying that the
security settings are to high and Active X needs to be enabled, this is not
limited to the windows update site it displays this message when ever you try
and download an active x control. Obviously I have checked the security
settings and reset them to default, used custom settings, added the windows
update site to trusted zone. all to no avail. Obviously something is
overriding the settings without me knowing, I see that lots of other people
have this problem but cannot find a solution. I have turned of the firewall,
the virus software and still get the same message.

She did have a lot of spyware and viruses on the pc which I have removed
hoping that would sort it but still no joy.

I dont wont to reinstall Windows but can't see any other solution, please
help I'm at my wits end.
