Sorry MowGreen, I did get mixed up between the two KB (883357 and 842773)
I checked the binary value of BITS_metada. It does have to NULL (00 00) at
the end.
I checked that Kb842773 (BITS v2 and WinHTTP 5.1) is installed.
I checked the status of Automatic update and BITS using services.msc They
both were running Automatic update startup was on automatic and I had to
switch BITS from Auto to Manual.
I re-tried WU. The PC scan took place, in the list of updates available, I
selected an update for Outlook Express. The download window opened but
download failed with the same error as before:
Installation Failure
Error Code: 8024402C
In fact no installation took place. The failure was the download not the
installation.

I guess you mean the BITS v2 update KB 842773 ? I did un-install it,
rebooted and checked AU and BITS state.
I tied again WU. Now following the PC scan, I get the page tell me to
update to the latest Window update, that is "I am back to square one" as
the page has no option to refuse this update (there is ONLY an install
button) and to be able to look at other updates that WU had selected for
my system.
So .... I'm a bit disapointed for the least. I wish the error code:
8024402C was documented on MS KB. It must correspond to a specific
situation. Why is it not decoded somewhere?
