Unable to access windows update

When I attempt to access windowsupdate, I am prompted to install the
windowsupdate agent. When I attempt to install the agent, I receive the
following error:

[Error number: 0x800A0046]
Windows Update has encountered an error and cannot display the requested
page. You may find the following resources helpful in resolving the problem:

I found 1 technote that references this error. I followed the steps
contained within the technote, but the problem has not been resolved.

At this point, I am still unable to access windowsupdate.

Any help would be greatly appreciated.
