Although you are both getting the same code if you compare the traces
your cause seems to be:

One interpretation of the error (without any more detail which
might contradict it) is that you are having a problem starting the BITS
service. I would have expected more of a message indicating that
but since you are still installing XPsp2 one factor which involves BITS
which may be relevant is whether you have the update to BITS and
WinHTTP documented by 842773. Additionally, if you have a proxy
you may have to consider the information in KB842309 which KB842773
links to.

BTW since there is very little time between the messages which imply
that the download was going to be started and the message which indicates
it can't be done I think it would also be interesting to know at least whether
there are any packets sent then. Unless you resort to some actual packet
tracing the best alternative that I can think of for determining that is to:
- set the AU option to make the download a prompt (since it appears
    that the first part ("detecting items") somehow works)
    BTW doing that will probably result in a different but presumably
    related trace.
- start a netstat loop before allowing the install
    e.g. netstat -anosp tcp 3
- allow the install and wait for the error
- cancel the netstat loop (Ctrl-c) and see if any packets were sent
    in that interval (3 seconds might be too long to capture a relevant
    connection but the packet count it shows will be cumulative)
