I also encounted a hang installing Microsoft .NET Framework 1.1 Service
Pack 1.
Eventually traced it back to the Internet Information Services (IIS) admin
service not able to be stopped by the windows installer which would cause
installer to
hang.
By stopping IIS admin service with msconfig and then uninstalling IIS I was
then able to get it to install.
