Windows Update hangs at 0%

While installing Service Pack 2 through my computer's Windows Update program
(not through website interface), I had to interrupt the download to
disconnect. After I reconnected, the Windows Update icon didn't
automatically reappear in my taskbar, so I went to the Windows Update website
and manually started the download/install process there. Only it never got
anywhere. A dialog window popped up and I accepted the terms of the EULA,
but it never went past saying it was preparing to download. Now, the Windows
Update icon always appears in my taskbar and always says "Downloading
updates: 0%" and never changes.

What's going on?

Microsoft Windows XP Home Edition
Service Pack 1
Windows XP Firewall disabled/enabled (tried both ways)
Norton AntiVirus 2004 with Auto Protect enabled
