Unable to start BITS: error 2147942403 (0x80070005)

I just get aware that the reason I cannot update Windows is because of the
BITS. So I try to start it. Unfortunately, it fails. The System Event Log
gives the following message:

The Background Intelligent Transfer Service service terminated with
service-specific error 2147942405 (0x80070005)

I've tried to reinstall KB842773, registered qmgr.dll and qmgrprxy.dll, and
checked all registry key MS people suggested in previous posts about similar
issues. However, I still cannot start the BITS now. Anything wrong?
