Wow. That was a tough one to fix. I had the same issue on my second
machine, but not the first.

Here's what I did to fix.

Go delete the Update class from Downloaded Program Files (Tools, Internet
Options, Settings, View Files)

open the URL:
http://v4.windowsupdate.microsoft.com/CAB/x86/unicode/iuctl.CAB?38217.8299305556

That's the URL from my working machine of the update class. Download and
unpack that cab file to a directory. Right click the iuctl.inf and click
install. Let it do it's thing and close IE and reopen it with Windows Update.
