Look for clues in that program's Active Setup Log.txt for why it failed.

IE Repair would probably create a similar log called Fix IE Log.txt
but you might be lucky and find that it enters the boot phase which
might actually make things better. (Ref. KB194177)

If you do enter the boot phase but your symptoms don't change
it might be an idea to use a safe boot (e.g. press F8) in case somehow
some of your third-party drivers (such as an Anti-virus scanner)
could be started before that and cause any interference that the boot
is intended to eliminate. If you do that in the middle of an IE Repair
make sure that the Fix IE Log.txt indicates that all phases of the repair
completed successfully. (I'm not sure if safe boot on your OS would
actually perform the RunOnce items which get added to the registry.)

You can get much of the effect of an IE Repair without a verification
phase by executing the set of re-registration commands that are listed
in Method 1 of this article for Windows 2000 users:

Note that to use that script on your OS you should not try to re-register
shell32.dll and if you don't have MS Java installed that could explain
why re-registering msjava.dll would fail. Again, I would recommend
trying to reduce as much as possible any interference with the re-registrations
by at least closing all IE and OE windows first and verifying (e.g. using
Task Manager or msinfo32) that both iexplore.exe and msimn.exe
were not active processes.

On a different tack you could try reducing the demands that IE may
be putting on your display subsystem (e.g. video card and driver combination).
Crashes with a signature such as yours are often thought to be caused
by deficiencies in those components. I'm not sure but I think a safe mode
boot may be one way to revert to standard video drivers temporarily.
Then if you did it with the networking option you could actually revisit WU
and thus test this case completely. Note that doing this would result
in running temporarily without any of your security applications.

You may get better help from people who are more familiar with
your OS by posting in a win98 newgroup. These repair issues
are actually slightly off-topic for this newsgroup anyway.
