Go here and follow the steps for Win 98 :

For the Remove ActiveX software controls section, also delete the
UpdateClass (iuctl.inf) file in the WINDOWS\Downloaded Program Files
folder by right clicking it and choose Remove.

Also, add these sites to the Trusted Sites zone . Open Interenet
Options via the Control Panel and then click the Security tab.
# Click Trusted Sites Zone, and then click Sites.
# Click to clear the Require server verification (https:) for all
sites in this zone option.
# In the Add this Web site to the zone: text box, type
http://*.microsoft.com, and then click Add.
Do the same for these ---
http://Windowsupdate.microsoft.com
http://V4.Windowsupdate.microsoft.com
https://v4.Windowsupdate.microsoft.com
http://Download.Windowsupdate.com

# Click OK.
# Click Custom Level, and then select Enable for the following items:

     * Download signed ActiveX controls.
     * Download unsigned ActiveX controls.
     * Initialize and script ActiveX controls not marked as safe.
     * Run ActiveX controls and plug-ins.
     * Script ActiveX controls marked safe for scripting.

# Click OK, and then click OK again to exit Internet Properties.

  If you continue to receive the "Cannot Display Page" error
message, disable any antivirus software or Internet related software
(i.e. pop-up, adblockers, download manager, internet "speed"
boosters, etc). Such software may interfere with the download of the
Windows Update controls.
