Cedar,
After sniffing around found this KB article that specifically
mentions AtGuard :
WINUP: Blank Page When You Try to Access Windows Update
http://support.microsoft.com/?kbid=193701
" Security or Internet acceleration software, such as AtGuard by WRQ
or Trend Micro's PC-cillin by Trend Micro, may prevent the page from
displaying correctly. "
This may be the root of your issue ... or, the combination of NIS
and it.

I have worked through it over three days though; are any of the steps, like the Content/clear forms and passwords', undone if you then go to try to access the secure site again and get rejected again?

I used the Norton Internet Security Uninstall application, and actually found I had to reinstall AtGuard afterward as it apparently deleted some things it needed too. It is possible AtGuard is causing my problem but disabling it doesn't help. I have some rules created in AtGuard that I think ought to be letting me do updates and access secure sites, but then again....?
