Most likely, your video driver is corrupted, or the wrong
one, or didn't install correctly. also, if you istalled
the Radeon and didn't disable the onboard video (if
present), can cause problems.
I just fixed one the other day, Radeon 9200, exactly same
symptoms.
Go to ATI's website and download the latest driver.
Go to your device manager and delete the video adapter.
Reboot.
Install the Radeon driver.
