Try renaming the folder
   "C:\Program Files\WindowsUpdate" to something else like "C:\Program Files\WindowsUpdateX"...restart your computer and try again.

     i have been having a lot of trouble with scanning for windos updates. I followed all the steps to remove old active x files ( old windows update files) and enable active X initializing, ect.... once that was resolved, now I keep getting a message that only administrators can access windows updates. But... i am logged in as the admin. I even followd the steps suggested to "run as" and select admin and give PW. that still didn't work.
     
     HELP!
