Have you tried the suggestions in
http://v4.windowsupdate.microsoft.com/troubleshoot/ under "In the process of
updating Windows, you are taken to the Software Update Incomplete page (on
Windows XP and Windows 2000)"?

but I am completely unable download ANY update from the microsoft site at
all. I keep getting "Software Update Incomplete"....and then it tells me
that I may have clicked "no" when prompted to accept the Trust Certificate.
It then tells me to click "yes" when prompted. Trouble is, I never recieve
any such prompt.

enabled? I swear I have double checked a thousand times...they are enabled.
And it also says that my security may be set too high--I have even set it on
low and tried. Nothing working.
