Try this:

Install 831167 from
http://support.microsoft.com/default.aspx?scid=kb;en-us;831167

In IE: Tools, Internet Options, Connections, LAN Settings, uncheck or check
"Automatically Detect Settings" depending on
whether it is currently checked or unchecked.

Close the browser and then try the Windows Update site again
