Use the link for your version of OE.

Download KB831167 from here IF you are having issues with secure(SSL)
sites. If you are NOT having any issues then the update is NOT needed:

After downloading the update(s) close Internet Explorer. Open Internet
Options via the Control Panel. On the first page, General, click the
Delete Files button under Temporary Internet Files. Before installing
the update(s) temporarily disable your antivirus program and any script
blocking component of it. Now install the update(s) one at a time. After
the installation(s) and any required rebooting, reenable your antivirus
program.
