unable to install Windows 2000 Service Pack 4

When I try to load SP4 for Win2K, I get the following error msg:
Setup could not verify the integrity of the file Update.inf. Make sure the Cryptographic Service is running on this computer.

One of the tips I found in the Microsoft knowledge base, states to make sure it running, and directs me to Administrative Tools, Services. Then there's a note at the bottom of this "tip", Win 2K does not list Cryptographic Services in the SERVICES Administrative Utility.

Any suggestions?
