I was getting the same thing (just did a fresh install of XP Pro and in the
middle of another. I was able to get it to work by going into Internet
Options, Advanced Tab and checking the box to enable the Microsoft VM Java
Console. After this, it then showed information about the update and I was
able to install it.
On a 2nd system I did the same thing and the above did not seem to work but
after clearing temporary internet files and rebooting and try a few more
times it finally worked right. Seems kinda flakey at the moment.

downloaded 17 critical updates or service packs. Now when I go back to the
web page, it says that I have a critical update to download, but nothing
appears on the selected screen. Also, when I attempt to download the one
phantom update, I get an error screen, and I cannot install any updates
because I cannot deselect the update.
