Windows Update Scrammed My Server

On 4/14/04 the Windows Update site scanned my NT 4.0 SP6a PDC and informed
me that Critical Security Updates 835732 and 828741 should be installed.
Immediately after the reboot, the WINS service would not run! The system log
on the server showed these entries for the WINS service:

4193 WINS could not create the notification socket. Make sure the TCP/IP
driver is installed and running properly.
4165 WINS has encountered an error that is causing it to shut down.

At exactly the same time, source: SimpTcp, showed these errors, EventID
1-10:

The Simple TCP/IP Services could not find the TCP Echo port. The TCP Echo
service was not started.
The Simple TCP/IP Services could not find the UDP Echo port. The UDP Echo
service was not started
The Simple TCP/IP Services could not find the TCP Discard port. The TCP
Discard service was not started.
The Simple TCP/IP Services could not find the UDP Discard port. The UDP
Discard service was not started.
The Simple TCP/IP Services could not find the TCP Daytime port. The TCP
Daytime service was not started
The Simple TCP/IP Services could not find the UDP Daytime port. The UDP
Daytime service was not started.
The Simple TCP/IP Services could not find the TCP Chargen port. The TCP
Chargen service was not started
The Simple TCP/IP Services could not find the UDP Chargen port. The UDP
Chargen service was not started.
The Simple TCP/IP Services could not find the TCP QOTD port. The TCP QOTD
service was not started.
The Simple TCP/IP Services could not find the UDP QOTD port. The UDP QOTD
service was not started.

I cannot detect any other TCP/IP issues, everything else is working. I
uninstalled the Updates, still NFG. I deleted the all files in the WINS
folder, tried 'net start wins' I get 'Error 0002 The System cannot find the
file specified'. It is the only WINS server on the LAN, so I cannot
replicate. I cannot restore from backup because since the WINS service is
always running, ArcServe did not back it up (yeah now I know). Anyway Im
WINS-less and oh SO happy. Anybody got any ideas?? Much appreciation in
advance!!
