Windows update keeps freezing up my PC

Lately whenever I visit the Update page and click "Scan for Updates," my PC freezes up.
I am running Windows 98 SE with updates (IE6, Outlook Express 6). Can SpyBot mess
up the update process, or is this a problem with the website , or ...?
